国外的网站上怎么不可以注册啊.网页无法显示

有什么办法可以解决这个问题啊..我知道国内的很多电脑都跟我一样出现无法显示,不过也有可以注册的啊!!注册网站是:http://www.secureix.com/signup.shtml
我用的电信网.
